EOT Lite is more than a different file extension.

As Richard pointed out, it can be subsetted. And if the IP issues around MTX are resolved then we are basically back to EOT simply without URL binding/root string requirements.

Regardless, it provides type designers/foundries with the ability to provide a specific font with a web license. Why is this important?

Because type designers want to make it easy for web designers to differentiate between desktop fonts, and web fonts.

Adding a PERM table, a EEULLA table, or any other private table (for example with the information contained in the meta data in the .webfont wrapper proposal) to the base TrueType/OpenType are further enhancements to information that can benefit web designers and help them manage their font assets.

I'm glad to see that type designers are finally waking up to the reality of the situation. "an EOT Lite file is nothing more than a TTF file with a different file extension" is a great quote.
